1. User Type Functionality

User type functionality is determined by respective roles and responsibilities. User type governs the menus and forms which are visible, and the permitted actions of each user category in MEL. All four types of users can see and filter aggregate information for Section 1, 2 and 3 in the “IA eReport Review” tab. Individual records in Section 3 are only accessible to the Center's authorized users and to the reviewers (i.e. they are not accessible by other Centers). Comments in 'speech bubbles' are also accessible to a Center's authorized user only.

1.1.            Center IP Focal Point

This user type has one of the main roles in the reporting process since the report form can be filled, saved as a draft and submitted by the Center IP Focal Point. To reach the form,  click on the “IAeReport” tab. This will open a page of existing submitted and draft reports; the options for the draft reports are edit, delete, export as PDF. Submitted reports cannot be edited; they can be viewed and exported only. On the left top corner of this table, the button “Add New” opens a new form for the Center IP Focal Point to fill.

At the bottom of the form, there are options to save as a draft or submit the IA Report. Once the report is submitted, it will go to the workflow of the System Organization Reviewer (SMO). Center IP Focal point will not be able to make modifications to the report unless the System Organization Reviewer returns the report to the center for follow up.

1.2.            System Organization Reviewer

Once the form is submitted by the Center IP Focal Point, the workflow for the System Organization Review will start. Click on the IA Report review tab to see the submitted report. At the bottom, there are two options, “Return to Center for follow up” and “Submit Final Review”. Selecting the “Return to Center for follow up” returns the report to the Center IP Focal Point user for further modification. The “Submit Final Review” button submits the report as a final version and closes the reporting cycle, disabling further modifications.

System Organization Reviewer can also start the Review workflow for sections 3.1 and 3.2. While the SMO is reviewing the report, each reported item under sections 3.1 and 3.2 will have the “View Record” button.

Upon clicking on the “View Record” button, the SMO can review the detailed information about the reported item without making any modifications. On the top right corner of the window, there are two buttons “Review” and “Cancel”.

Upon clicking on “Review”, the SMO will see a window which (s)he can grade the reported information as “Pending”, “Satisfactory” and “Unsatisfactory”; write internal comments, justification, MLS/ABS, and evaluation. After filling the text boxes, the SMO has the following options: save the review as a draft to continue later on; submit the review to MLS for feedback; submit the review to SCIPG for feedback; submit the review to the center for follow-up; submit this review as final or cancel the review. Please note that,** if an item is marked as “Pending” it cannot be submitted as “Final Review”**.

If the SMO decides to submit the review to ABS or SCIPG, then the workflow for these users starts. The workflow of the ABS and SCIPG are receiving the review information from SMO, provide their feedbacks and send it back to SO. After the review is submitted, the window with the details of the reported item comes back. When clicking on the “Review” button after sending the review to ABS/MLS or SCIPG, a new window opens to show the history of the reported item in the whole workflow.

1.3.            ABS Reviewer

The ABS Reviewer can see her/his workflow under the “IAeReport Review” tab and choose the relevant report. The workflow of the ABS Reviewer is related to the items that are sent by the SMO. Therefore, upon clicking on the “View Report” button, the ABS Reviewer will see the whole report without applying any modification. For ABS only third section of the report has the available buttons “View Record”.

Under the “Review Status” column of the table, the ABS reviewer can see which item is assigned. If the review status shows “SMO,ABS”, it means that the item was assigned to the ABS reviewer. When clicked on “View Record”, the ABS reviewer can see the details of the submission. Clicking on the “Review” button on the top right opens a page where ABS reviewers can enter the review. At the top of the window, the comments of the SMO are visible and the ABS reviewer writes the review comments in the following comment boxes including internal comments, justification, ABS, and Evaluation.

At the end of the page, the ABS Reviewer has the option to save the review page as a draft, to continue later, or if ready, (s)he can submit the review back to the SMO.

After the ABS Reviewer submits the review back to SMO, the window with the details of the reported item comes, showing the history of the review workflow among the reviewers.

If the ABS Reviewer clicks on the “View Record” button that says SMO only, a window appears saying that “Review Data is not available” since this item was not assigned to the ABS reviewer.

1.4.            System Council IP Group Reviewer

If the SMO submits the review of the items in the third section to the SCIPG Reviewer, the workflow of the SCIPG Reviewer users will start. The users with the SCIPG Reviewer responsibility can review the assigned elements by clicking on the “IAeReport Review” tab and choosing the “Go to report” option on the relevant report in the list. In the third section of the report, the items that were assigned to SCIPG Reviewer will be identifiable from the “Review Status” tab of the table.

At the bottom of the page, there are some boxes for the SCIPG Reviewer, where (s)he can grade the item and include comments. The grading options to be chosen are “Pending”, “Unsatisfactory” and “Satisfactory”, while the comment boxes include internal comments, justification, MLS/ABS, and evaluation. For the SCIPG Reviewer to submit the review, grading is mandatory.

The SCIPG Reviewer has the option to save the review as a draft or to submit the review back to SMO. After SCIPG Reviewer submits the review back to SMO, the previous window appears again with the “Review” button at the top right. Clicking on this “Review” button after the submission opens a window that shows the review history done on this reported element. The upper part shows the previous comments of SMO and the review of the SCIPG Reviewer is visible.

After submission of the item, the workflow for the SMO starts again to receive and take action on the review of the SCIPG Reviewer.
