MEL - PRIMA USER GUIDE

INTRODUCTION

This guide aims to provide an overview of the Monitoring, Evaluation, and Learning Tool (MEL) structure designed for PRIMA projects. MEL is an online platform[1] for planning, management, monitoring, and reporting of projects, including various elements such as work packages, deliverables and milestones. MEL platform[2] compiles four main sections: “Edit”, “Manage”, “Budget” and “Reporting”. Under each section, the elements will require the project data to be configurated and reported. “Edit” and “Manage” refers to the planning stage of the project, the Project Coordinator will submit the data entered in the planning stage and this will be validated by the PO. The “Reporting” section is for the 1st, 2nd and in case of an extension 3rd periodic report. This section will be filled and later submitted by the Project Coordinator. Each project has two reporting periods, the first periodic report covers the first half of the project and the second periodic report covers the whole duration of the project. The “Budget” section consists of a budget table. This table information depends on the section of the project. Section 1 projects have a workflow: the budget table needs to be filled by the partners and the project coordinator submits the “Planning”, “Mid-Term Report” and “Final Report” sections of the budget. This information is viewed and validated by the PRIMA Financial Officers. Section 2 projects fill the budget form without a workflow.
