If you are an INDIMS user but do not have a MEL account, you have to register as new user as per following:
Form the INDMS Home page, click on “Login with MEL” (1) on the top right corner.
Click on “Register” (1) and fill in the registration information. For more details on how to register please check Register.
Once the registration process is completed, a confirmation email will be sent to you within 5 working days with a link to log in and activate your account.
